first_imgTighter regulations for international students could cost the UK billions of pounds, with “dire consequences” for British universities, a report has found.It has been warned that proposed changes to the student visa system aimed at cutting immigration would be “a hostile act against Britain’s universities”.The new system would also have a knock-on effect on Oxford’s universities and numerous language colleges, costing the local economy a potential £74 million.A spokesperson from the University warned that cutting students’ rights to stay in the UK and work after their degrees would have a “dramatic negative effect on the UK’s higher education system and research base. Currently 40 per cent of Oxford’s University’s postgraduate students are from countries outside the EU.  “Having students from all over the world means Oxford has the very best minds tackling UK and global challenges,” said the spokesman.“Closing the post-study work route would deny the UK of some of the best young researchers and those with significant entrepreneurial talent that UK universities have spent several years training.“The proposals could cause long-term damage not only to the UK’s world-class higher education sector, but to Britain’s science and research base.”Abhishek Bhattacharyya is a senior status student studying for a BA in English at Christ Church who came to Oxford from the University of Delhi. He said, “I think the new regulations proposed are frankly terrible.“By limiting the possibilities for foreign students working while studying, or repaying student loans with a job here after, while simultaneously cutting university funding, the system looks designed to attract only rich international students, not good ones.“This is bound to encourage the best students to apply elsewhere, where they have to worry less about their finances, and can think about their academic work.”Steve Hirschhorn, principal of Eckersley Oxford, an English language college in the city, said, “The damage has already been done, to a large extent. Ukraine were denied a goal against England at Euro 2012, while two years earlier Frank Lampard was denied a World Cup goal for England against Germany.UEFA will maintain its system of having an extra official behind each goal as well as the technology.UEFA’s referees chief Pierluigi Collina said: “This is not a decision we have taken quickly. first_imgMarred by sharp division among its cadres and leaders over the party’s State leadership, the Congress in Haryana seems to be in disarray ahead of the Assembly elections which are due in October.Hinting that all is not well in the grand old party, State Congress chief Ashok Tanwar held a meeting in Gurugram a few days ago to prepare for the Assembly elections but none of the sitting MLAs attended it. Former Chief Minister Bhupinder Singh Hooda had organised a meeting of his loyalists last month apparently to put pressure on the central leadership to clear the air on the issue of State leadership.The two factions had an ugly spat over the leadership issue in a meeting held soon after the general election results, in the presence of AICC general secretary and Haryana in-charge Ghulam Nabi Azad, with Mr. Tanwar refusing to step down from his post.Divided houseA large section of the party, including the sitting MLAs, has long been demanding that Mr. Hooda be made the party’s State unit chief in place of Mr. Tanwar. Though the appointment of Mr. Hooda as the party’s State coordination committee chairman just before the general election pacified his supporters a bit, the infighting resumed after the party suffered one of its worst defeats ever, losing all 10 parliamentary seats to the ruling BJP. Political analysts believe that more than the factionalism, the delay on the part of the central leadership to settle the State leadership issue has hit the Congress harder. For almost five years the party has not had any units at the district and block levels, putting it at a disadvantage vis-a-vis its main rival BJP, which is in the process of appointing ‘panna pramukhs’ (page in-charge at the booth level) in the State.The Congress, which seemed to be upbeat over a year ago with huge turnout in the public meetings of its leaders, gradually lost the momentum as the party high command kept mum on the infighting and the leadership issue. The consecutive losses for the Congress in the municipal elections, Jind bypoll and then the general election have proved that the situation has only worsened for the party in the State.Though the Congress failed to win a single Lok Sabha seat in Haryana, it had led in around a dozen Assembly segments, mostly in the Rohtak-Sonipat region.“While the BJP in Haryana has already started its Assembly poll preparations, the Congress seems directionless. Both the Congress cadre and the leaders are in a state of confusion. Leadership change following a loss in election has been a norm. first_imgVICTORIA – An expert task force will advise the British Columbia government on how to eliminate medical premiums within four years.Finance Minister Carole James says the panel’s expertise “will ensure the path we take is fiscally responsible, fair and evidence-based” as the government seeks to eliminate “regressive” Medical Service Plan premiums.The task force will be chaired by Prof. Lindsay Tedd, an expert in applied economic research and policy analysis at the University of Victoria.Paul Ramsey, a former NDP cabinet minister for health, environment and education, has also been appointed to the task force along with David Duff, a law professor from the University of British Columbia.The NDP government already announced in its budget plans this fall, which will cut premiums by 50 per cent as of Jan. 1. That would save individuals up to $450 a year and families up to $900.The threshold for households exempt from the premiums was also raised by $2,000, meaning couples with a net income of up to $35,000 and single parents with two children and a net income of up to $32,000 would pay nothing.“People know that MSP premiums are unfair and place significant burden on British Columbian families,” James said Thursday in a news release.The New Democrats had promised ahead of the spring election to get rid of the premium in favour of a progressive tax system similar to other provinces where higher-income earners pay more than middle- or lower-income earners.The move to get rid of the fee was also included in Premier John Horgan’s list of priorities for James after the NDP took power in June.The former Liberal government had also promised to cut premiums in half as of January, but the party said ahead of the election that it wouldn’t ditch the fees within the next three years.The Liberals said eliminating the fee would cost the province $1.7 billion.The Greens want to roll medial premiums into payroll and personal income taxes.The newly appointed task force will consult citizens, businesses and other groups on their views of replacing the premiums and look at health funding models in other provinces to determine an alternative revenue stream that is stable, efficient and simple.Keeping the premiums in place or increasing provincial sales tax are not options the task force is allowed to propose.It is expected to deliver a final report on its findings to the government by March 31.last_img read more

first_imgNation to NationA series of announcements in the last few weeks, and several more expected any day, suggest the Trudeau government is rolling out its Indigenous rights framework by piecemeal opposed to the failed plan of one large piece of legislation.Those pieces appear to include the recently revamped K-12 education funding formula for First Nations across Canada. It is set to improve funding for First Nations as of April but also open the door to a self-government type of system for a single nation, or group, to negotiate with the federal government.The same concept is expected with Indigenous child welfare legislation, to be tabled in the House of Commons any day. There’s an opt-in clause expected in that legislation, meaning nations can do nothing, and remain status quo, or decide to negotiate a deeper deal with Ottawa to control the welfare of their children.That’s all similar to the idea of the Indigenous rights framework that Prime Minister Justin Trudeau announced last Feb. 14 in the House of Commons.The Trudeau government gave itself a deadline of last December to table a large bill that would likely to encompass all these new agreements in the hopes of doing away with the Indian Act.But it was going to provide First Nations with a clause to opt-out of the Indian Act. No nation was going to be forced out from under it. But if they opted out then they could negotiate what it actually meant regarding, such things as, title and taxation.Faced with still opposition, by many First Nations and regional governments, the Liberals backed away from tabling the bill.The idea was for Canada to “renew its relationship with Indigenous peoples, one based on recognition of rights, respect, co-operation and partnership.”That’s not from Trudeau speech, even though it sounds awfully similar, rather it comes from a Jan. 16 press release issued by Crown-Indigenous Relations marking the signing of a “protocol for consultation and accommodation” with the Huron-Wendat Nation.Similar language was used in an announcement involving the Mohawk Council of Akwesasne on Jan. 23 to solve issues of around border crossings. There’s another on Jan. 15 with the Mi’kmaq of Prince Edward Island and working towards a “Tripartite Framework Agreement” to recognize and implement the rights of the Mi’kmaq.“What we heard resoundingly from First Nations, Inuit and Metis is take the time to do it right and listen to us which is an obvious approach but novel for governments,” said MP Marc Miller, the parliamentary secretary to the minister of Crown-Indigenous Relations, on Nation to Nation Thursday.But Conservative MP Cathy McLeod said it can only been seen as a failure, or an over-promise, under-deliver situation by Trudeau.“The Prime Minister has failed in terms of standing up in the House a little over a year ago making a big commitment and not getting it done,” said McLeod, who is the Conservatives critic on Indigenous affairs.But what those that were against this approach in the first place?“It just shows that this government is not following through on its promise to have respectful dialogue,” said NDP MP Rachel [email protected]last_img read more
