first_imgGovernment has deferred the deadline for bringing legislation to govern the scrap metal trade to the National Assembly, to next year.This was revealed during the second day of consideration of the Budget 2019 estimates when Business Minister Dominic Gaskin was questioned about allocations to various agencies under the Ministry.He was previously optimistic of bringing the scrap metal legislation to the House by this year end, following much back and forth after the trade was halted by Government.The ban was temporarily lifted in February 2017, after it was imposed in JuneBusiness Minister Dominic Gaskin2015. The Business Minister revealed in September that Government would be reopening the trade of scrap metal for three-month stints at a time until the relevant legislation was tabled. In June 2018, he had said that the new legislation was taken to the Cabinet and approved at that level. The next step, he had noted, would have been to approach the National Assembly.“Hopefully, before the end of the year, we will have a new legislation.  We will have a new software system that we are using, and we will have a Board of Directors to oversee the scrap metal unit, and I believe we’ll have something firm and solid in place to regulate the scrap metal industry,” Gaskin had told the media earlier this year.However, following that declaration, the legislation was finalised in the Attorney General’s Chambers and has since been awaiting passage in the National Assembly. Government had approved a restart of the scrap metal trade in Guyana during February 2017 after closing down the industry one year prior to that.The main reason for this was to allow exporters to ship out the existing stock over a limited period of three months, to ensure that there was no pile-up of these materials. However, in April 2018, after several months of delays, Government decided to reopen the trade to facilitate the clearance of some of the accumulated scrap metal across the country.While a date for the full resumption of the trade had not been announced, Gaskin had told this publication that the date depended on several important factors.The Minister disclosed that a meeting was held with exporters and dealers to introduce them to a new system that the Business Ministry was trying to implement.According to him, it is a software-based system that was specially designed to help the Ministry to monitor and regulate the trade once it resumed, creating a level playing field for all.Gaskin said the resumption of the trade would give the Ministry the opportunity to test the system to ensure that it was working and would also help to clear some of the accumulated scrap metal that has been legitimately acquired from some of the exporters or dealers’ yards.It was after a forensic audit conducted by the Scrap Metal Unit (SMU) that Government had removed the responsibility for the trade from the Central Housing and Planning Authority (CH&PA) to the Business Ministry.last_img read more

first_imgLOS ANGELES – Ivan Hill, the so-called “60 Slayer,” received the death sentence Wednesday for the strangulation murders of six women. In handing down the sentence, Judge Larry Fidler said Hill clearly deserved the punishment, even though nobody may ever know why he chose to so coldly hunt and kill his victims more than a decade ago. “I can find no reason, Mr. Hill, not to sentence you to death,” the Los Angeles Superior Court judge told him. Hill was convicted of strangling the women, most of whom were prostitutes, over a three-month span in 1993 and 1994. Their bodies were left in cities along the Pomona (60) Freeway between Ontario and Industry, earning him the nickname “60 Slayer.” Killed were Helen Ruth Hill of West Covina, Roxanne Bates of Montclair, Betty Sue Harris of Pomona, Donna Goldsmith of Pomona, Cheryl Sayers of Ontario and Debra Brown of Los Angeles. Hill, 45, was sentenced at the end of an emotionally draining morning in a downtown Los Angeles courtroom, where relatives of the victims told Hill and the judge of the depth of their losses. They described how the murders shattered their families, deprived children of mothers and grandmothers, and forced parents to bury their own children. “I know God says forgive and forget,” said Toni Goldsmith, who was 15 when her mother was strangled. “But I can never forgive you,” she told Hill, “And I can never forget.” Sayers’ brother, Kevin, read a letter written by Sayers’ daughter, who was 12 when her mother died. The woman, now 26, wrote that she hopes Hill will feel as much pain and misery in his death as he caused his victims. “You are miserable and worthless, and killing you would put me at ease,” the woman wrote. Hill, dressed in an orange jumpsuit and chained at the waist, turned his head and calmly looked each grieving relative in the eye as they addressed him. He showed no emotion throughout the morning and said virtually nothing during the court hearing, even when the judge invited him to make a statement. Outside the courtroom, Hill’s attorneys said he remained silent because the hearing was too emotionally taxing on him. “I’m sure the day will come when he will be able to tell them how very, very sorry he is about this,” attorney Jennifer Friedman said. Friedman said life in prison without the possibility of parole would have been a better penalty for Hill and would have helped relatives of the victims to heal sooner. Hill has never denied being the killer. However, his lawyers argued during his trial that he deserved leniency in his sentence because he grew up in an abusive home and was savagely beaten as a child. Before sentencing Hill on Wednesday, Fidler denied a defense request to either grant him a new trial or reduce his sentence to life in prison without parole. The judge said he considered Hill’s upbringing in deciding whether to reduce the penalty, but concluded whatever problems Hill suffered as a boy did not outweigh the heinous nature of the six killings. “It does not even come close,” Fidler said. Hill was not identified as a suspect until a DNA hit pointed to him in 2003. Police believe Hill likely killed at least two other women in addition to the six murders for which he was convicted. However, prosecutors didn’t charge him in those deaths because they didn’t have enough evidence until his case was well under way. Hill also has a long rap sheet, which includes a 1979 murder conviction for his role in the shooting death of a Glendora liquor store clerk during a robbery. Hill’s death sentence will be automatically appealed to the California Supreme Court. In face, e-book sales have more than doubled since the same time last year. According to the AAP, e-book sales are up 115.8%, from $32.4 million to $69.9 million year-over-year.But how does that impact the rest of the publishing industry? Do more e-book sales mean more books are being sold? Are e-readers and iPads engaging a new audience of readers (or at least book buyers)? Or are consumers simply making the switch from print to digital?According to the AAP figures, the growth in e-book sales didn’t save the industry from declining sales. But the drop in sales overall was small – just 1.9% – as total book sales across all platforms and across all categories fell from $821.5 million in January 2010 to $805.7 million in January of this year.More interesting, however, the breakdown in those sales: the adult mass market paperback section fell the most, declining over 30%. Adult paperbacks dropped almost 20%. Adult hardcover sales fell 11%. Children’s hardcover and paperback sales fell, too – 2% and 17.7% respectively. Altogether, the drop in sales of these two key elements of the publishing industry amounted to a $50 million decline.It may be that our book consumption habits – both buying and reading – are changing. In addition to the explosion in e-book sales was a growth in downloadable audio book sales. That category rose by 8.8%, although it’s still a very small cut of the overall industry and that increase meant just a half million dollar boost.The publishing industry is clearly still reeling from the rapid adoption of e-books by consumers, and it is trying to work out new pricing and licensing models.
