first_imgShare Facebook Twitter Google + LinkedIn Pinterest A government program intended to support farmers and ranchers affected by trade disputes disproportionately benefitted large-scale and Southeastern operations, according to a minority staff report published by the U.S. Senate Committee on Agriculture, Nutrition, and Forestry.The U.S. Department of Agriculture (USDA) program, known as the Market Facilitation Program, compensated most commodity grain producers based on a single county rate per planted acre. National Farmers Union (NFU) initially expressed concern that the payment disparities among counties would put some farmers at a financial disadvantage, a fact that has been confirmed by today’s report. Although farmers in the North, Midwest, and West have experienced the greatest harm from trade disputes, 95% of counties receiving the highest payment rates are based in the Southeast. Even in adjacent counties, payment rates sometimes vary by two to three times.“Farmers in every county have been affected by withering export markets,” said Roger Johnson, NFU president. “Yet these county payment rates arbitrarily have helped farmers in some counties much more than others. If you’re unlucky enough to live in a county with a low payment rate, you may have received just a third of the assistance that your next-door neighbor got — for no apparent reason at all.”NFU was similarly worried that the vast majority of trade assistance would flow to the largest operations rather than more vulnerable small- and medium-sized operations; by some estimates, more than half of the first tranche of payments went to just one-tenth of the recipients. Since then, USDA doubled the payment limit for row crops from $125,000 to $250,000 and loosened income restrictions, paving the way for millionaires to claim an even larger share of assistance.With the number of mid-sized farms already rapidly declining, Johnson was perturbed that MFP would accelerate the alarming trend of farm-level consolidation.“During times of financial difficulty like these, bigger farms with more equity have a cushion to protect them from low prices and bad weather. But smaller operations might not be able to withstand more than a few hard years in a row,” Johnson said. “A successful food system is a diverse food system, with farms of all types and sizes. Unfortunately, USDA’s preferential treatment of larger operations will likely contribute to the ongoing homogenization of American agriculture.”Flaws aside, these programs are just a temporary solution to the very long-term damage inflicted on the United States’ trade relationships.“Trade assistance payments are not an economically sustainable way for farmers to make ends meet,” Johnson said. “Though assistance payments have proved critical to the immediate financial stability of family farmers and ranchers, their continued success depends on stable markets and fair prices. Farmers work hard to feed, fuel, and clothe America — and they should be able to make a living doing just that. In face, e-book sales have more than doubled since the same time last year. According to the AAP, e-book sales are up 115.8%, from $32.4 million to $69.9 million year-over-year.But how does that impact the rest of the publishing industry? Do more e-book sales mean more books are being sold? Are e-readers and iPads engaging a new audience of readers (or at least book buyers)? Or are consumers simply making the switch from print to digital?According to the AAP figures, the growth in e-book sales didn’t save the industry from declining sales. But the drop in sales overall was small – just 1.9% – as total book sales across all platforms and across all categories fell from $821.5 million in January 2010 to $805.7 million in January of this year.More interesting, however, the breakdown in those sales: the adult mass market paperback section fell the most, declining over 30%. Adult paperbacks dropped almost 20%. Adult hardcover sales fell 11%. Children’s hardcover and paperback sales fell, too – 2% and 17.7% respectively. Altogether, the drop in sales of these two key elements of the publishing industry amounted to a $50 million decline.It may be that our book consumption habits – both buying and reading – are changing. In addition to the explosion in e-book sales was a growth in downloadable audio book sales. That category rose by 8.8%, although it’s still a very small cut of the overall industry and that increase meant just a half million dollar boost.The publishing industry is clearly still reeling from the rapid adoption of e-books by consumers, and it is trying to work out new pricing and licensing models. Minus the superstars, few had expected that the men’s team to win a medal.Somdev Devvarman was there, but for someone playing collegiate tennis in the US (Sanam Singh) to compete hard was least expected. In the last edition of the Asian Games at Doha, India had lost in the first round of the team event to the same opponents.But here, in the semi-final, some hard tennis was on display before Sanam went down in three sets to Tsung Hua Yang. Tsung was all fire, serving hard and fully motivated with loud cheering from the stands. With the match tied up at one set all, where Sanam lost his way was in the 11th game of the decider.He was up 30-0 when he was the victim of a wrong call while receiving serve. In no time, Sanam’s concentration had gone and he played a bad tie-break to lose the match 7-6(3), 2-6, 6-7(5).Somdev was his usual confident self as he rolled over Ti Chen 6-2, 7-6(4) in the second singles.However, the decision to pair Somdev with Sanam for the doubles seemed a dubious one from captain Nandan Bal as the latter was not fully fit.
