Oracle Chief Executive Larry Ellison seldom shies away from a fight, so it’s no surprise his company came out swinging over an unfavorable Forrester Research report.Forrester certainly struck a nerve when it released a survey on Wednesday that found a majority of customers using Oracle’s e-Business Suite, PeopleSoft and Siebel business applications had no interest in switching to the company’s next-generation Fusion Applications. Those laggards are complicating Oracle’s efforts to reverse a slowdown in application revenue, Forrester said.Oracle’s ResponseIn a three-page counterattack, Oracle tore into the market-research firm. “This is a speculative note based on misconceptions and wrong hypotheses,” the company thundered.(See also “Why Oracle Fusion Doesn’t Excite Customers“)Despite Oracle’s ostensible outrage, its counterattack is unconvincing. The company claims Forrester did not talk to enough of its customers to back its claims, as if the firm was doing a random survey of all of Oracle’s customers.Forrester never said it was doing that kind of survey. Instead, the respondents came from 180 of the firm’s contacts that were responsible for choosing IT products and had knowledge of Oracle applications. “While nonrandom, the survey is still a valuable tool for understanding where users are today and where the industry is headed,” the report says.Commonsense would tell you that there are more reasons for Oracle customers to stay with the applications they have than to move to Fusion, which has a different code base. Such an undertaking is expensive, takes a long time and draws IT staff away from other pressing projects. With the older applications still being upgraded and working just fine, why would anyone want to make a major change?(See the full text of its rebuttal below.)The most damaging part of the survey was Forrester’s finding that 65% of customers using the older business applications had no plans to switch to Fusion. Another 24% were on the fence.Oracle complained that the survey only covered U.S. and European customers. Likewise, it noted that more than 40% of the respondents were in manufacturing, government, education and healthcare – industries it claims aren’t representative of Oracle’s overall customer base. For instance, Oracle cited an IDC report noting that Fusion doesn’t yet fully support manufacturing operations, implying that manufacturers might reasonably be less than interested in making the switch to immature applications.Ellison and company also moaned that many questions were phrased in a “negative way,” as if that somehow disqualified the responses. Such questions included “What do you dislike most about your firm’s most important Oracle applications?” and “Why doesn’t your firm plan to use Oracle Fusion Applications?”Who Do You Believe?The report also claimed that Oracle has no clear strategy for migrating customers to Fusion. The company disagreed, saying it has always told customers they could adopt pieces of the product portfolio at their own pace and that everything – old and new – would work together.Forrester also said that customers staying with the older applications were missing out on innovation. Again Oracle cried foul, saying that at Oracle OpenWorld last year, the company discussed future releases for E-Business Suite and PeopleSoft, as well as roadmaps for all its applications. Examples of innovation include iPad certification in PeopleSoft and new mobile capabilities in Siebel, Oracle said.Despite Oracle’s protestations, Forrester is not budging. “We stand by the report,” spokesman Phil LeClare said. So, readers will have to decide whom they believe. He has brushed aside his detractors and laughed off criticism with witty one-liners that have often made good headlines. But the 35-year-old cannot ignore what Sandeep Patil, the outgoing chairman of selectors revealed in an interview with ABP’s Marathi station. (Selectors did discuss about removing MS Dhoni from captaincy: Sandeep Patil) Honest and forever candid with his views, Patil was bound to dodge direct questions on Dhoni’s future as captain of India’s limited-overs sides but having finished his term, the former middle-order batsman said his committee had indeed discussed removing Dhoni as captain of the ODI and T20I teams, especially after his shock retirement from Test cricket at the end of 2014, in the middle of a series against Australia. Dhoni, as is his wont, surprised everyone with his exit from the Test arena. India had lost successive series overseas and were having a tough time Down Under but at least they had chalked out a draw at the MCG – a rare achievement in Australia under his command. But soon after the post-match press conference, BCCI sent out a cryptic note, informing the world that Dhoni, India’s most successful captain of all time, had had enough of five-day cricket. Patil now says Dhoni told him that his decision was made because he did not feel up to scratch – physically and mentally.advertisement In a more telling revelation, Patil, who had through his tenure refused to answer questions related to Dhoni’s captaincy, said the selectors had discussed the burning issue not once but several times. However, with the World Cup barely a few weeks away, the committee decided to stick to the old guard. “But we selected him because? a time had come, the World Cup had come – if you try, before the World Cup, giving a new player the captaincy seat, give him a good run. But that opportunity didn’t come to the selectors. We didn’t have enough time to experiment,” Patil said. When Dhoni bowed out of Test cricket (without the need to ask for a farewell series), there was a feeling he would go out all guns blazing in the shorter formats. His form was patchy and his abilities to finish close games had come under the scanner. But without the pressure of Test cricket, Dhoni was expected to up the ante and rediscover his golden touch. India waited and waited, first through a tri-series that followed the Tests and then the World Cup, where as defending champions, they played spectacularly before a crushing defeat to Australia in the semi-finals. But Dhoni’s resurgence never came. There were series in Bangladesh and one at home against South Africa, where Dhoni did get some runs but his genius was missing. A tour of Australia at the dawn of 2016 did nothing to redeem his lost stature. India did play exceptionally well in the T20 format this year but failed to reach the final of the World T20 at home. If Dhoni did not feel fit and ready for Test cricket, he did not show that he was actually ready for the demands of 50-over cricket either. Since he retired from Tests, Dhoni has scored 726 runs from 28 ODIs at an average of 38.21. This period (from January 2015 onwards) also saw India lose back-to-back bilateral series against Bangladesh, South Africa and Australia. Dhoni’s only triumphant moment came in Zimbabwe, where he oversaw a 3-0 whitewash of the hosts. Yet, Patil did not want to make that tough call. The World Cup was played more than a year ago and one suspects his committee still had plenty of time to ease the beleaguered captain out and place Kohli at the helm of Indian cricket. Why, for all facts and purposes, is Dhoni still there? Obviously  Patil did not want to make a controversial decision: he said he was happy enough to leave that call to the new selection committee. At a time when Virat Kohli is on the rampage – he butchered the Australian attack in five-match series India lost in January and scored loads of runs in the T20 format including 973 in the IPL, studded with four hundreds. To top that, Kohli has won seven out of the 14 Tests he has led India in – his captaincy credentials are therefore beyond doubt. The new selection committee, under the stewardship of MSK Prasad will of course have to take that call but they would be pressed against time. The Champions Trophy is a year away and before you know it, the 2019 World Cup would be upon the world. The new selectors are inexperienced and might feel the heat if they had to take a call on Dhoni. It would be much easier for all the stakeholders involved if the skipper decided to step down himself. But remember that infamous, snarky comment to an Australian reporter, who asked Dhoni what his plans were after India were knocked out of the World T20? first_imgVICTORIA, B.C. – The provincial government wants to make B.C. drivers pay ICBC premiums that more fairly reflect the risk they represent on the roads.ICBC‘s current rate structure is more than 30 years old. It is built around ensuring the vehicle rather than the driver and allows discounts to drivers despite multiple crashes.The structure has resulted in British Columbians with crash-free, clean driving records subsidizing bad drivers, including those with multiple accidents. B.C. Attorney General David Eby explained the submission ICBC is making to the BC Utilities Commission (BCUC) will include revenue-neutral proposals aimed at levelling that playing field. “We want to modernize ICBC so that British Columbians pay according to their crash history, driving records and level of risk, and take responsibility for their driving habits,” said Eby.  “It’s only fair.”“Right now, the system is broken. A driver with no crashes could be paying the same premium as a driver with three at-fault crashes in a year. We heard from British Columbians that their insurance rates need to be fair and we agree. Good drivers shouldn’t have to continue paying more to cover the costs for those who cause crashes or present a higher risk on our roads.”The proposed changes align with the feedback the government received from nearly 35,000 British Columbians on how to make insurance fair. Proposed changes to basic insurance include: Moving to a driver-based model, so that at-fault crashes are tied to the driver and not the person who owns the vehicle.Increasing insurance discounts for drivers with up to 40 years of driving experience, up from the current limit of nine years.New discounts available for vehicles with original, manufacturer-installed automatic emergency braking technology and for vehicles driven less than 5,000 kilometres per year.Basic insurance discounts for inexperienced drivers will be adjusted to better reflect their risk.At-fault crashes will have a larger impact on the premium a driver pays.Rate classes and territories data will be updated for the first time in more than 10 years to reflect significant changes in traffic density, population growth and changes in the urban infrastructure.An increase to the Driver Penalty Point (DPP) and Driver Risk Premium (DRP) programs of 20% in fall 2018 and 20% in fall 2019, as previously announced.“The changes we are proposing are the most significant updates to how ICBC‘s basic insurance premiums are set in more than 30 years,” said ICBC’s Board Chair Joy MacPhail. “When British Columbians were asked for their feedback on this topic, one message came out loud and clear, lower-risk drivers shouldn’t be paying the same as some high-risk drivers.”As part of these changes, ICBC is proposing a “transition cap” that limits how much the premium can change annually based on a customer’s driving record and at-fault crash history. Most customers will fully transition to their new basic premium within three years under the proposed changes.The B.C. government has directed ICBC to file an application with the BCUC by Aug. 15, 2018. Subject to approval, the changes would come into effect September 2019. The official, Neha Shorie, was posted with the Drug and Food Chemical Laboratory in Kharar and dealth with licensing in Mohali and Ropar districts, they said.The accused, Balwinder Singh of Morinda, entered her office and fired three bullets from his licensed revolver at Shorie at around 11.40 am, a police official said. After firing bullets at the health officer, the accused tried to flee the spot on his motorcycle but was caught, the official said. After being held, he initially tried to threaten those who had caught hold of him by pointing his revolver towards them but when he found he was trapped, he fired at himself, the official added. A case of murder was registered and a probe initiated, they said. Preliminary investigations revealed that the accused was running a chemist shop in Morinda and in 2009, Shorie, who was then posted as District Drugs Inspector in Ropar, raided his store and reportedly recovered intoxicant drugs from there, following which she had cancelled his drugs licence. Even as the model code of conduct imposed for the Lok Sabha polls since March 11 required every licensed weapon to be deposited with the police station concerned, he was still possessing his arms, which he used to commit the crime. Meanwhile, Punjab Chief Minister Amarinder Singh has directed Punjab DGP Dinkar Gupta to ensure speedy probe into the killing of Shorie. The chief minister ordered prompt investigation into the matter and ensured that the accused will be given exemplary punishment. He said that no one would be allowed to interfere or intimidate any public servant in the discharge of their duties. After the incident, the Opposition SAD and AAP trained guns at the Congress government in Punjab, alleging that law and order had broken down and even officials were not safe inside their offices.last_img read more
