first_imgVICTORIA – An expert task force will advise the British Columbia government on how to eliminate medical premiums within four years.Finance Minister Carole James says the panel’s expertise “will ensure the path we take is fiscally responsible, fair and evidence-based” as the government seeks to eliminate “regressive” Medical Service Plan premiums.The task force will be chaired by Prof. Lindsay Tedd, an expert in applied economic research and policy analysis at the University of Victoria.Paul Ramsey, a former NDP cabinet minister for health, environment and education, has also been appointed to the task force along with David Duff, a law professor from the University of British Columbia.The NDP government already announced in its budget plans this fall, which will cut premiums by 50 per cent as of Jan. 1. That would save individuals up to $450 a year and families up to $900.The threshold for households exempt from the premiums was also raised by $2,000, meaning couples with a net income of up to $35,000 and single parents with two children and a net income of up to $32,000 would pay nothing.“People know that MSP premiums are unfair and place significant burden on British Columbian families,” James said Thursday in a news release.The New Democrats had promised ahead of the spring election to get rid of the premium in favour of a progressive tax system similar to other provinces where higher-income earners pay more than middle- or lower-income earners.The move to get rid of the fee was also included in Premier John Horgan’s list of priorities for James after the NDP took power in June.The former Liberal government had also promised to cut premiums in half as of January, but the party said ahead of the election that it wouldn’t ditch the fees within the next three years.The Liberals said eliminating the fee would cost the province $1.7 billion.The Greens want to roll medial premiums into payroll and personal income taxes.The newly appointed task force will consult citizens, businesses and other groups on their views of replacing the premiums and look at health funding models in other provinces to determine an alternative revenue stream that is stable, efficient and simple.Keeping the premiums in place or increasing provincial sales tax are not options the task force is allowed to propose.It is expected to deliver a final report on its findings to the government by March 31.last_img read more

first_imgCALGARY — A sense of calm comes over Nikki Pike when she’s with her three hens Nugget, Nibble and Noodle.The Calgary woman has had anxiety and depression since she was sexually abused as a girl. Spending time with backyard chickens provided a safe haven during that traumatic time, and the mental link between the birds and peaceful feelings has followed her into adulthood.“When I’m holding them, I’m feeling, I’m smelling, I’m hearing,” she says. “What calms me down is all of those sensory aspects of being with them.”Pike is working to formally register her “girls” as livestock emotional support animals under a new city program. In December 2017, a complaint prompted the city to investigate her backyard chicken coop.“I was worried that somebody was going to come and take them away,” she recalls. “That’s incredibly stressful on top of my already crazy life that involves a lot of anxiety.”Pike urged the city to amend its pet bylaw to allow animals normally found on farms into urban homes for mental-health purposes. Council voted to make the change last fall.Pike is happy the city has recognized her chickens’ importance to her mental health — and that the bylaw takes into account animal welfare and effects on neighbours.Pike’s hens spend most of their time in a heated coop decked out with disco balls, but they come inside at night for cuddles and treats. Her two sons, eight and six, like to read them bedtime stories.Chickens are more affectionate and show more personality than people realize, says Pike.“They will hop up on you and demand snuggles.” To get a permit, an applicant must provide a letter from a licensed psychologist or psychiatrist stating an animal is needed to treat a mental-health condition. Many websites will provide a boilerplate letter for a fee. But Aalika Kohli, a business and policy analyst for the city, says those won’t do.“The process is pretty robust to ensure there are no loopholes.”The city must be satisfied the animal has adequate space and that there’s contact information for a veterinarian who can provide specialized care. An alternate home for the animal must also be lined up.The city has not received any applications since its online portal opened in March, but Kohli says she’s expecting five to 10 a year.She thinks most applications will be for chickens, pot-bellied pigs and miniature horses. Larger animals, like cows, would probably require too much space, but Kohli says each application will be weighed case by case.Strathmore, east of Calgary, is the only other jurisdiction the city found with a similar bylaw. An exception there was made for a family with a pot-bellied pig.  In 2014, Trevor Dahl and his family convinced Strathmore’s town council to allow Chuckles, a pot-bellied pig, into their home.The Dahls had taken in Chuckles as a rescue a few years earlier, but were told he couldn’t stay. Dahl says the pig was a big help to his daughter, then 10, who had been having nightmares after a large fire on their street.“As soon as he started sleeping through the night, she started sleeping through the night, too,” he says.The Dahls have since moved to a more rural area where county officials have no problem with Chuckles and another pig named Fairie as long as they’re not a nuisance.Unlike service animals — such as dogs that help blind people get around — emotional support animals don’t need training.Dahl took Chuckles to be trained in Edmonton anyway to bolster the case before Strathmore’s town council. The course was a breeze for the pig, he says.Dahl believes municipalities should regulate pot-bellied pigs the same as cats or dogs. They’re clean and quiet, but their sharp minds do need to be kept occupied with games and toys to keep them out of trouble.“They are more loyal than a dog. They’re incredibly intelligent. Redshirt junior Mike Weber, according to head coach Urban Meyer, suffered a quad bruise during the week, which got worse heading into the game on Saturday.Going in, Dobbins and Weber were trading series, sharing the carries at the top of the depth chart. Even though it has worked in the past, Dobbins said he is more comfortable with being “the guy” in the backfield, saying after the game he is an energetic player that gets in a groove each drive he receives.Ohio State saw that from Dobbins against the Terrapins, recording 203 yards on the ground on 37 carries, the most, he said, he had had since high school, scoring on a 1-yard rush at the end of the second quarter.Dobbins was not by himself in the running game, with redshirt sophomore quarterback Dwayne Haskins rushing for 59 yards, scoring three touchdowns on the ground.However, with the consistency of Dobbins, Haskins had the opportunity to run an offense that many expected from Ohio State at the beginning of the year: utilizing the option, but with a player who can run for short yardage, but prefers to pass.With Dobbins and Haskins, it looked like the Ohio State offense Meyer wanted to run the whole time.But with a running game that Ohio State has had all year that runs with the 1A and 1B backs at the top of the depth chart, it is not likely, assuming Weber’s return, that this kind of consistency from one back, that amount of a workload, will continue against Michigan.Haskins continues to trust the tight endsHaskins’ main targets in the passing game have not changed much this season. In Ohio State’s 1-point victory over Maryland, redshirt senior wide receiver Johnnie Dixon recorded six catches for 102 yards while redshirt senior wide receiver Terry McLaurin brought in a team-leading 118 yards and a touchdown on four catches.But in the short passing game, Haskins looked to his tight end, sophomore Luke Farrell, for consistent catches. He brought in four catches, tied for second-most on the team, for 44 yards, bringing in one for 19 yards.Farrell’s performance against Maryland tied for his most receptions in a single game this season, bringing in four catches against Purdue on Oct. 20. The 44 yards through the air was also a season high.Redshirt junior tight end Rashod Berry was also a major factor against the Terrapins, recording an 11-yard catch on a 4th-and-1 in overtime, leading to a 5-yard touchdown rush by Haskins.For the Ohio State quarterback, tight ends were not the deciding factor in Saturday’s win. But the position, both Farrell and Berry, proved to be Haskins’ security blanket, something that could be effective moving forward.Ohio State defense needs work The Ohio State defense had a day to forget against the Terrapins on Saturday, allowing the most points (52) and the second-most yards (535) it had all season.The offensive success started quickly for Maryland. Reminiscent of the Oregon State game, Maryland redshirt freshman running back Anthony McFarland recorded two touchdown runs, one for 81 yards and the other for 75 in the first quarter, recording 298 yards on 21 carries overall. Now, heading into the Michigan game, the Ohio State defense, allowing 24.6 points per game, is giving up close to 400 yards per game, with opponents averaging 5.9 yards per play and scoring 33 touchdowns against the Buckeyes this season. Defending the ground game, Ohio State is No. 6 in the Big Ten, allowing 161.3 yards per game and 4.5 yards per carry. In the passing game, opponents are completing 52.3 percent of passes against the Buckeyes, but averaging 237.4 passing yards per game, No. 10 in the conference. Next week, Ohio State will face a Michigan team that has the No. 4 rushing attack in the Big Ten, averaging 219.2 yards per game, and a passing attack that completes 65.1 percent of passes for 210.5 yards per game. The Buckeyes will have to try and stop the balanced attack of Michigan. But it cannot do it the same way Ohio State tried to stop Maryland on Saturday. read more

first_img Share President Donald Trump on Thursday referred to African nations as “s**thole countries” during a meeting on immigration with a bipartisan group of senators, according to a Democratic aide and another person familiar with the conversation.Trump made the comment during a discussion of U.S. visa and immigration policies inside the Oval Office. Trump was meeting with the senators to discuss a bipartisan plan to grant legal protections to the roughly 800,000 immigrants who are in the country illegally after being brought to the country as children. During the conversation Trump also questioned why the U.S would want to accept people from countries like Haiti and said the U.S. should want more people from countries like Norway, the aides said.The comments were first reported by the Washington Post.The senators had hoped to convince Trump to support their plan which pairs increased funding for border security with new legal status for immigrants who were previously protected under the Deferred Action for Childhood Arrivals program, also known as DACA. first_imgIvan Potts seemed implausibly upbeat when I spoke with him on April 14, just two days after he was released from Roxbury Correctional Institution in Hagerstown, Md. where he had spent almost two years after being convicted on a gun charge. That conviction was vacated last week and the charges dropped against Potts, after discovering that three of the officers who arrested him were three of the now infamous seven Baltimore City Police officers indicted by the Department of Justice in March for racketeering and other charges.“I’m still trying to take on the feeling of just being free…it just happened instantly,” Potts, 31, said. “I just feel like the universe worked for me and it worked against negativity…for a change,” he added.Sean Yoes (Courtesy Photo)Potts most assuredly didn’t feel like the universe was working in his favor on the night of September 2, 2015, with the specter of Freddie Gray and the uprising still looming ominously over the city. Potts was walking on Chelsea Terrace in West Baltimore when he saw a car driving the wrong way down Fairview Avenue headed right towards him.“When Potts was about five to seven townhouses away, Sergeant Jenkins and Detective Ward observed his left arm swinging freely and his right hand “affixed to his midsection, grabbing his dip area. Both officers testified that grabbing the dip area is an indication that a person is armed,” is what the prosecution argued in its case against Potts.The phrase, “grabbing his dip area,” is the well-worn narrative embraced by BCPD and law enforcement agencies all over the country, when testifying in gun cases. Some argue the dip script has been leaned on so much by law enforcement it has become almost impossible to discern the truth from case to case. In the case of Potts, arrested by (Wayne) Jenkins, (Maurice)Ward and Det. Evodio Hendrix, part of one of the most prolific and now notorious BCPD gun units, the evidence and testimony proved to be more than dubious.“They just flat out lied. I didn’t want to get a contempt in court, but I wanted to jump up and say, ‘Hold up, you just said this, and now you’re saying this,’” Potts said referring to the testimony of the officers.And based solely on the testimony of those officers, who now sit in jail awaiting their trial on federal charges of racketeering, Potts spent more than 588 days in jail, before his case was dismissed and he was ultimately set free.“I think the worst time was probably when I was found guilty,” Potts said of his time in jail. “I was like, I felt devastated. How did ya’ll just find me guilty? It wasn’t no evidence, no fingerprints,” he added.Although the officers who arrested Potts were under federal investigation for misconduct during the trial in March 2016, their records were not admitted in court according to Potts’ attorney Todd Oppenheim. He says the rogue element within the BCPD is not an anomaly.“It’s prevalent…there’s a lot, there’s certainly more than were indicted…it definitely goes beyond the seven,” Oppenheim said on First Edition on April 14. “He (Potts) filed his own pro se federal lawsuit that is currently pending, that is remarkable. That’s where his mind has been the whole time, he never wavered,” Oppenheim added.If the guilty verdict was the most difficult day of Potts’ unjust incarceration, maybe the most surreal day was when he witnessed the seven officers (including the three that arrested him in September of 2015) being arrested on television, while he sat in his jail cell.“First, I was like, I caught a glimpse of it…their faces just flashed across, I was like, they’re in my case,” Potts recalled. “We went to eat and we came back and it was like the 5 o’clock news was coming on and it was like breaking news and it came across and my cell buddy was like, ‘This can’t be real,’” Potts added. But, indeed it was, as real as it gets.The truth is there are thousands of mostly Black, mostly poor men and women who have been jailed under the broad umbrella of what are known as, “illegal arrests,” going back to the dark days of so-called, “zero-tolerance,” policing in Baltimore. As the latest part of this transition, Apple is going to launch its own video-subscription service, dubbed Apple TV Plus, with original productions from creatives like Steven Spielberg, J.J. Abrams and Oprah later this year. Apple used its Worldwide Developers Conference in San Jose, Calif., Monday to officially announce its plans to end the Mac version of iTunes. first_img The state House today approved a bill from Rep. Laura Cox to provide an additional $175 million for road repairs across Michigan as early as this summer.“We are taking action right now – ahead of schedule – to give our local communities as much time and help as possible as they prioritize road projects for this year,” said Cox, who chairs the House Appropriations Committee which approved the bill before the House floor vote. “Michigan’s roads are in rough shape, and this winter – with all its freezes and thaws – has made the situation worse. We have the funds available now to address one of the top priorities of residents across the state.”The additional money approved today is left over from a previous state government budget cycle and is already available, meaning no budget cuts or additional fees or taxes are required for the investment. The funding boost comes in addition to previous changes that provide more funding for road and bridge projects across Michigan.Cox, of Livonia, noted her bill includes more than $68 million specifically for counties and more than $38 million specifically for cities and villages throughout the state, in addition to state projects. Some of the estimated additional funds that would be provided by the bill in the Metro Detroit region include nearly $6.5 million for Wayne County, $7 million for Oakland County, $5.8 million for Detroit and $686,450 for Livonia.“We are taking extra care to ensure this money for local communities is spent directly on improving roads and not for anything else,” Cox said. “It is crucial that we do as much direct road repair work as possible with the money available.”As part of the statewide funding, the bill also includes up to $15 million for projects aimed at preparing for infrastructure needs of the future. first_imgFolllowing its surprise win of rights to top-tier French football earlier this week, Spanish broadcaster Mediapro has outlined plans to launch a dedicated football channel and has stated that it is open to striking deals with third-party operators, including current rightsholder Canal+.The French professional football league (LFP) secured a record €1.15 billion per season for its key rights, with Mediapro taking three of the seven packages on offer, including lots 1 and 2, comprising the top 10 matches and a choice of 28 further matches, and Friday evening and Saturday’s 17:00 matches respectively. The Catalan-based broadcaster and producere also secured Lot 4, including Sunday early afternoon matches and four matches from 15:00 on Sundays.Mediapro president Jaume Roures yesterday told journalists in Paris that his goal was to build a channel to be sold at a price that could attract an audience base of around five million subscribers within two years. With three million subscribers, he added, it could be possible to set a price of around €25 a month, taking into account estimated production costs of between €12 million and €15 million per season.Roures said that he hoped former rightsholder Canal+ will carry the channel Mediapro plans to launch in France for Ligue 1 and added that there is no reason for subscribers to abandon the platform.He said he planned to hold talks with all French operators and intimated that one possibility would be to come to some sort of reciprocal arrangement with Altice France/SFR, which holds the rights to Champions League football but which did not participate in the Ligue 1 auction.Roures also indicated that Mediapro has not given up on its attempt to become a key player in Italian Serie A football. Italy’s football league this week agreed to annul its award of Serie A rights to Spanish broadcaster Mediapro after it said the latter had failed to provide necessary guarantees.At the press conference, Roures said that the case in Italy is not yet closed, pointing out that the group has until June 7 to make a financial guarantee. He also indicated that Mediapro may look to seek to expand its portfolio of rights with other football leagues.French industry observers have expressed doubt about how easy it will be for Mediapro to secure a return on its investment, pointing to the fact that BeIN Sport France is still not profitable after holding rights to French football for a number of years.Following the initial announcement from the LFP, Canal+ CEO Maxime Saada was quick to express doubts about whether Mediapro will be able to recoup its investment – a spend that Saada believes does not make sense, even though Ligue 1 has long been considered underpriced relative to its European peers.Saada indicated that he was interested in sub-licensing the rights. In a letter to employees on Wednesday – and ahead of Mediapro’s press conference yesterday ­­– he said that to “overpay for sports rights in the face of all economic logic is not a viable solution” but noted that the LFP auction “authorises, for the first time, the awardees to cede all or part of their rights, and thus opens the possibility for Canal+ to win them back indirectly”.The loss of football rights has also raised concerns about the sustainability of the current financial model of France’s cinema industry, which is subsidised to a significant extent by the pay TV operator.Following the announcement from the LFP, culture minister Françcoise Nyssen said that a viable economic model for Canal+ was viatal for financing the country’s film business and audiovisual content creation in general.Canal+ CEO Saada has also attempted to offer reassurance on this front, arguing that none of the pay TV operator’s customers took the service for football alone, and many only watch a match occasionally.
