first_img Euro 2016 and Champions League to feature goal-line technology Goal-line technology will be used at Euro 2016 this summer and in the Champions League from next season after UEFA’s executive committee gave the green light to introducing the system.Suspended UEFA president Michel Platini had been a long-time opponent of technology, but he allowed UEFA officials to review its use for Euro 2016 in his native France before his eight-year ban was imposed by FIFA’s ethics committee.The success of goal-line technology in the Premier League and World Cup proved crucial, especially after high-profile incidents in major competitions. Ukraine were denied a goal against England at Euro 2012, while two years earlier Frank Lampard was denied a World Cup goal for England against Germany.UEFA will maintain its system of having an extra official behind each goal as well as the technology.UEFA’s referees chief Pierluigi Collina said: “This is not a decision we have taken quickly. We have been looking at it for the last year and a half.“We are convinced implementing goal-line technology will be a further step in better control of the match.“We are happy with the additional assistant referees even if we know that from the outside their contribution is not always appreciated.” 1last_img read more

first_imgMarred by sharp division among its cadres and leaders over the party’s State leadership, the Congress in Haryana seems to be in disarray ahead of the Assembly elections which are due in October.Hinting that all is not well in the grand old party, State Congress chief Ashok Tanwar held a meeting in Gurugram a few days ago to prepare for the Assembly elections but none of the sitting MLAs attended it. Former Chief Minister Bhupinder Singh Hooda had organised a meeting of his loyalists last month apparently to put pressure on the central leadership to clear the air on the issue of State leadership.The two factions had an ugly spat over the leadership issue in a meeting held soon after the general election results, in the presence of AICC general secretary and Haryana in-charge Ghulam Nabi Azad, with Mr. Tanwar refusing to step down from his post.Divided houseA large section of the party, including the sitting MLAs, has long been demanding that Mr. Hooda be made the party’s State unit chief in place of Mr. Tanwar. Though the appointment of Mr. Hooda as the party’s State coordination committee chairman just before the general election pacified his supporters a bit, the infighting resumed after the party suffered one of its worst defeats ever, losing all 10 parliamentary seats to the ruling BJP. Political analysts believe that more than the factionalism, the delay on the part of the central leadership to settle the State leadership issue has hit the Congress harder. For almost five years the party has not had any units at the district and block levels, putting it at a disadvantage vis-a-vis its main rival BJP, which is in the process of appointing ‘panna pramukhs’ (page in-charge at the booth level) in the State.The Congress, which seemed to be upbeat over a year ago with huge turnout in the public meetings of its leaders, gradually lost the momentum as the party high command kept mum on the infighting and the leadership issue. The consecutive losses for the Congress in the municipal elections, Jind bypoll and then the general election have proved that the situation has only worsened for the party in the State.Though the Congress failed to win a single Lok Sabha seat in Haryana, it had led in around a dozen Assembly segments, mostly in the Rohtak-Sonipat region.“While the BJP in Haryana has already started its Assembly poll preparations, the Congress seems directionless. Both the Congress cadre and the leaders are in a state of confusion. Leadership change following a loss in election has been a norm. Though much precious time has been lost, the high command would do good to settle the issue at the earliest,” said a senior party leader.last_img read more

first_imgVICTORIA – An expert task force will advise the British Columbia government on how to eliminate medical premiums within four years.Finance Minister Carole James says the panel’s expertise “will ensure the path we take is fiscally responsible, fair and evidence-based” as the government seeks to eliminate “regressive” Medical Service Plan premiums.The task force will be chaired by Prof. Lindsay Tedd, an expert in applied economic research and policy analysis at the University of Victoria.Paul Ramsey, a former NDP cabinet minister for health, environment and education, has also been appointed to the task force along with David Duff, a law professor from the University of British Columbia.The NDP government already announced in its budget plans this fall, which will cut premiums by 50 per cent as of Jan. 1. That would save individuals up to $450 a year and families up to $900.The threshold for households exempt from the premiums was also raised by $2,000, meaning couples with a net income of up to $35,000 and single parents with two children and a net income of up to $32,000 would pay nothing.“People know that MSP premiums are unfair and place significant burden on British Columbian families,” James said Thursday in a news release.The New Democrats had promised ahead of the spring election to get rid of the premium in favour of a progressive tax system similar to other provinces where higher-income earners pay more than middle- or lower-income earners.The move to get rid of the fee was also included in Premier John Horgan’s list of priorities for James after the NDP took power in June.The former Liberal government had also promised to cut premiums in half as of January, but the party said ahead of the election that it wouldn’t ditch the fees within the next three years.The Liberals said eliminating the fee would cost the province $1.7 billion.The Greens want to roll medial premiums into payroll and personal income taxes.The newly appointed task force will consult citizens, businesses and other groups on their views of replacing the premiums and look at health funding models in other provinces to determine an alternative revenue stream that is stable, efficient and simple.Keeping the premiums in place or increasing provincial sales tax are not options the task force is allowed to propose.It is expected to deliver a final report on its findings to the government by March 31.last_img read more

first_imgNation to NationA series of announcements in the last few weeks, and several more expected any day, suggest the Trudeau government is rolling out its Indigenous rights framework by piecemeal opposed to the failed plan of one large piece of legislation.Those pieces appear to include the recently revamped K-12 education funding formula for First Nations across Canada. It is set to improve funding for First Nations as of April but also open the door to a self-government type of system for a single nation, or group, to negotiate with the federal government.The same concept is expected with Indigenous child welfare legislation, to be tabled in the House of Commons any day. There’s an opt-in clause expected in that legislation, meaning nations can do nothing, and remain status quo, or decide to negotiate a deeper deal with Ottawa to control the welfare of their children.That’s all similar to the idea of the Indigenous rights framework that Prime Minister Justin Trudeau announced last Feb. 14 in the House of Commons.The Trudeau government gave itself a deadline of last December to table a large bill that would likely to encompass all these new agreements in the hopes of doing away with the Indian Act.But it was going to provide First Nations with a clause to opt-out of the Indian Act. No nation was going to be forced out from under it. But if they opted out then they could negotiate what it actually meant regarding, such things as, title and taxation.Faced with still opposition, by many First Nations and regional governments, the Liberals backed away from tabling the bill.The idea was for Canada to “renew its relationship with Indigenous peoples, one based on recognition of rights, respect, co-operation and partnership.”That’s not from Trudeau speech, even though it sounds awfully similar, rather it comes from a Jan. 16 press release issued by Crown-Indigenous Relations marking the signing of a “protocol for consultation and accommodation” with the Huron-Wendat Nation.Similar language was used in an announcement involving the Mohawk Council of Akwesasne on Jan. 23 to solve issues of around border crossings. There’s another on Jan. 15 with the Mi’kmaq of Prince Edward Island and working towards a “Tripartite Framework Agreement” to recognize and implement the rights of the Mi’kmaq.“What we heard resoundingly from First Nations, Inuit and Metis is take the time to do it right and listen to us which is an obvious approach but novel for governments,” said MP Marc Miller, the parliamentary secretary to the minister of Crown-Indigenous Relations, on Nation to Nation Thursday.But Conservative MP Cathy McLeod said it can only been seen as a failure, or an over-promise, under-deliver situation by Trudeau.“The Prime Minister has failed in terms of standing up in the House a little over a year ago making a big commitment and not getting it done,” said McLeod, who is the Conservatives critic on Indigenous affairs.But what those that were against this approach in the first place?“It just shows that this government is not following through on its promise to have respectful dialogue,” said NDP MP Rachel Blaney.N2N@aptn.calast_img read more

Magazine ad pages are down by 9.5 percent so far this year, according to the Publishers Information Bureau, and 3Q ad pages were down almost 13 percent.Like newspapers, should magazines be looking more closely at online as a source of readership and, eventually, revenue? If expenses can be trimmed sharply by cutting down on costly printing and distribution costs, perhaps publishers can get some financial breathing room.I’m not advocating dropping print for the Web. I’m old school—I like to thumb through a paper or a magazine. But my preferences aside, the printed pages of magazines continue to make sense for some product categories. Selling the smooth lines of a new car or the beauty and sexiness of fashion items? It’s hard to beat the rich color of a glossy magazine page. And the Web experts haven’t yet figured out how to sample fragrance online the way scratch & sniff pages in a magazine can.So there’s still a place for printed magazines. Yet online content can draw—and engage—readers that many magazine advertisers crave. Magazines, though, need to do a better online job than most are now doing, where their landing pages are little more than ads for the print editions. Even if the online edition contains all or most of what’s in print, publishers have to give readers a reason to visit frequently, rather than only when the new print edition ships.Newspapers have the advantage of a new edition every day, which can point readers to what’s online in a topical and timely way. The challenge for magazines is to reach out to readers more than once a month, using methods other than links in the monthly print edition. E-mails are a quick and relatively inexpensive way to reach out. Tie-ins with other media—newspapers, TV and radio, and their Web sites—can also bring readers to a magazine site more often. Even advertising unique Web content in other media can work.Building a real online presence will take time and it will require a financial commitment. But magazine publishers must think long-term so they’ll have more to sell once we get through these tough times.last_img read more

first_imgLast year, after the FTC released native advertising guidelines, an alarming amount of publishers were found to be noncompliant. According to ad sales intelligence platform, MediaRadar, in December 2015, 70% of digital publishers needed to modify their current native advertising based on the guidelines.  Native continues to see explosive growth. Demand for native is up 262% in the last 19 months according to MediaRadar. This shows how quickly publishers were able to pivot ad offerings to leverage this high-CPM ad unit.  Ad Position Matters. Location of an ad’s acknowledgement should be at the top left corner of a native ad (today they’re usually identified at the bottom). The disclosure for ads and commercial content should appear near the ad’s focal point and headline.  For more on native, see Six Things We Know About Native Advertising. Disclose Advertising. When the promoted or sponsored content mimics a website’s look-and-feel, a disclosure is necessary. Readers need to know what content was influenced or paid for by advertisers. Of all of the points in the FTC guidelines, this is emphasized the most.  Use Precise Language. The FTC is explicit that words like “presented by” or “promoted by” are not sufficient notice. Instead use words like “Paid by” or “Advertiser.”  Video or Sound. Video and sound ads are more complex, since it’s typically a two part ad consisting of a thumbnail preview and full-size ad. Publishers are not allowed to use “deceptive door openers” to induce consumers to click an unidentified thumbnail. When a reader clicks on a native ad or video, they should not be surprised to arrive at the brand’s site. In cases where a thumbnail opens to a pop-up or full page, a disclosure is needed on both the thumbnail and pop-up. Audio disclosure must be in a sufficient volume and cadence, so consumers can hear and comprehend it. Visual disclosure must be on the screen long enough to be noticed or recognized.  Initially, publishers were wary of FTC native enforcement. But in March 2016, the FTC settled the first native advertising case against retailer Lord & Taylor for not disclosing a native article in Nylon and sponsored posts by Instagram influencers for a Lord & Taylor dress which quickly sold out. For each FTC native violation, the penalty is up to $16,000.  Publishers realized they needed to modify ad formats to reflect the new guidelines. In October 2016, MediaRadar found that 61% of the sites reviewed are now native compliant. This represents an increase of 119% from December of 2015. Although that still leaves a significant gap of sites that aren’t labeling sponsored content. Include Advertiser Logo. Include the advertiser’s logo in all native advertising. This reinforces to the reader that this is a paid placement, not regular editorial. Example: Forbes does an excellent job of this in their Brand Voice program.  List the Author. For native stories or articles, the publishers should clearly identify the advertiser as the article’s author. Disclosure should be placed under the headline. Some companies have been creative with listing the author’s credit. Here’s a compliant example in BuzzFeed’s “15 Things You Didn’t Know About 15 Captains, Commanders And Conquerors” the author is listed as Captain Morgan.  Native Ads Need Separation from Editorial. Native ads should feature a prominent border to distinguish an ad from editorial content. Another solution, is to have background shading to create emphasis for native. We see a huge portion of native ads today that have no border at all. As a reminder, here are the seven FTC guidelines: Using the words “sponsored” or “sponsor” remains the most popular way to label native advertising at a whopping 74%, compared to other common terms such as “promoted,” “presented by” or “partner content.” And placement for disclosure is now above fold and prominent with 68% of native ads labeled above the ad or article.  Interestingly, 14% of the websites reviewed, label native in more than one way throughout the site. And more surprisingly, five percent of websites reviewed still do not identify native content at all.last_img read more

Abrams and Oprah later this year. Apple used its Worldwide Developers Conference in San Jose, Calif., Monday to officially announce its plans to end the Mac version of iTunes.
